Este dossiê representa a continuidade de um projecto centrado no património dos agentes ligados à produção, circulação e recepção do livro. A partir da história e dos espólios de empresas editoriais e de coleccionadores, bibliófilos e/ou divulgadores, a introdução problematizante e os depoimentos convocam a memória dos agentes e debatem as ameaças que pendem sobre essa herança cultural riquíssima e possíveis soluções. As boas práticas de vários países impõem uma reflexão inadiável para o contexto português: que vias de cooperação inter-institucional (...) concretas para garantir o depósito, tratamento e comunica­ção duma dimensão fulcral do património e da memória colectiva. A relevância desta ques­tão deve-se a estar inextricavelmente ligada a um reconhecimento sustentável do estatuto patrimonial e histórico dos acervos dos editores e doutros agentes ligados à edição e ao livro enquanto espaços vitais para a construção da cultura impressa e para a história do livro e da edição. A crise dos modelos de representação fundadas em unidades coerentes e ordenadas parece ter como um dos traços o que Bruno Latour (1993) chamou de “híbridos”(1). Os híbridos são a figura da multiplicidade que não cabe em categorias e que a modernidade “varia para baixo do tapete”. Atualmente, assistimos ao “retorno dos que nunca foram”, que interpelam de forma contundente nossas formas de vida, fortemente apoiadas na técnica. Mas como apreender os fluxos de discursos e práticas mediatizadas que nos atravessam (...) sem cair nas armadilhas do tecnicismo? Que configurações poderiam hoje assumir práticas e discursos críticos? Que agenciamentos propor? Tentar compreender o estatuto do tecnológico, do político, do artístico, do urbano e do banal como “artes do fazer” parece-nos uma tarefa urgente e necessária. Gilles Deleuze (1977), em “Kafka, por uma literatura menor” (2), deixa-nos uma importante pista, ao afirmar, em sua definição de agenciamento, que “a técnica é antes de tudo social”. A direção nos permite avançar para além das concepções instrumentalistas e dicotômicas da técnica e percebê-la enquanto processo complexo de mediação. De fato, como também afirmava Simondon (1989), os objetos técnicos sempre foram gerados por mediação e geradores de mediação(4). O presente número da Revista Logos traz justamente contribuições para fomentar esse debate e para compor o já vasto quadro das cartografias sobre tecnologia e sociabilidade no Brasil, no campo das possibilidades de mediação sociotécnica. Trata-se de um número especial, organizado dentro da parceria PPGC-Uerj e Centre d’Etudes sur l”Actuel et lê Quotidien (CEAQ) - Paris V, com a colaboração do Professor Stéphane Hugon, coordenador do GRETECH, grupo de pesquisa sobre Tecnologia e Quotidiano. Se, por um lado, o conjunto de artigos compartilha determinados referenciais teóricos, por outro, acolhe também visões próprias, forjadas a partir de diferentes experiências sociais e em distintos contextos culturais. Em comum, todos partem de certa forma da percepção de que as mediações presentes nos processos de sociabilidade podem colaborar nos processos de negociação com as regras e códigos sociais vigentes para inventar outros possíveis. Todos, de certa forma, dão a ver, em seu conjunto, que entramos numa arena onde os diversos elementos que constituem o social interagem e ganham novos contornos: o político não dialoga apenas com o “ideológico”, mas também com o cultural, o subjetivo, o artístico. Da mesma forma, a arte, por exemplo, não diz respeito apenas ao cânone, mas também ao político, ao urbano, ao sensual e ao banal. Com isso, também a noção de tecnologia se amplia e, entendida como “máquina social”, pode ajudar-nos a melhor apreender as dimensões dos fenômenos culturais e de comunicação hoje. Os onze textos reunidos neste número apontam exatamente para o momento singular em que vivemos sob alguns de seus mais diversos ângulos. Stéphane Hugon da Universidade René Decartes-Paris V/CEAQ discute a importância dos processos de apropriação da tecnologia no quotidiano; João Maia e Eduardo Bianchi, da UERJ, abordam a sociabilidade de jovens adolescentes de uma favela carioca como forma criativa de cidadania; Vicenzo Susca, da Universidade René Decartes-Paris V e da Università di Lingue e Comunicazione de Milão, aborda o aspecto subversivo das tecnologias, através de uma perspectiva transpolítica; Beatriz Bretas da UFMG apresenta estudos de caso sobre modos de organização de redes sociais virtuais no Brasil; Fabio Larocca discute como as tecnologias alteram nosso olhar sobre as dinâmicas sócio-espaciais no contexto das cidades; Florian Dauphin faz uma análise do sofware livre na França, país com uma das mais fortes tradições de organização social desse movimento na Europa; José Pinheiro Neves, da Universidade do Minho, recupera a contribuição de Simondon para uma análise da percepção das imagens nas telas dos computadores; Shangsub Choi, do Korea Information Society Development Institute, aborda as mudanças propiciadas pela internet no quotidiano de pessoas e empresas e as possibilidades de contra-poder; a arquiteta e urbanista Julieta Leite aposta na integração das tecnologias digitais aos tecidos da cidade para a construção de novas experiências espaciais coletivas; Maria da Luz Correia analisa a recuperação da comunicação por cartões postais nos dias atuais. Finalmente, Hedi Zamouri faz uma etnografia da Brigada Anti-Pub, movimento contra o abuso da publicidade nos espaços públicos de Paris e José Cláudio Castanheira resenha o último livro de Shetyl Turkle, “História íntima dos objetos”. A Logos 29, edição especial, chega assim aos leitores com uma gama variada de proposições e de lugares de observação, brindando-nos com novas pistas para a análise de questões que compõem a pesquisa atual no campo da comunicação. O revezamento de protagonismo de um dos Três Poderes, em determinado momento histórico, é sazonal; acarretando o aperfeiçoamento de mecanismos que recomponham o equilíbrio (freios e contrapesos - checks and balances). Ocorre que a crise dos Poderes Estatais dificilmente é diagnosticada pelas próprias instituições, que se escoram no discurso de “estabilidade institucional” para evitar mudanças. A simples positivação de direitos e garantias fundamentais, também chamada por Marcelo Neves de “legislação simbólica” ou “legislação álibi”; somada à adoção de ritos meramente (...) formais nos processos pelos Três Poderes, sem que se atenha aperspectiva substancial ou à efetividade dos princípios constitucionais - identificada como “procedimentalismo” por Lênio Streck e Écio Oto Ramos Duarte - acaba por acarretar verdadeira letargia institucional. This article analyzes the issue of organizational transparency through the lens of Thomas Aquinas’ ethics. It provides moral justification for current claims about corporate transparency and sheds light on the ethical values and virtues affecting information disclosure decisions. Transparency is conceptualized as an informational mechanism necessary for performing the virtues of truthfulness, justice, and prudence. This article extends the organizational transparency and corporate social responsibility literatures by providing an alternative moral justification grounded in virtue-based theory, which extends our understanding of (...) the information disclosure decisions made by management. Cultural diversity is an inescapable reality and a concern in many businesses where it can often raise ethical questions and dilemmas. This paper aims to offer suggestions to certain problems facing managers in dealing with cultural diversity through the inspiration of Thomas Aquinas. Although he may be perceived as a voice from the distant past, we can still find in his writings helpful and original ideas and criteria. He welcomes cultural differences as a part of the perfection of the universe. (...) His systemic approach leads one to place the problem in its proper context, and to reflect on it from the perspective of virtue ethics, with a central role for practical wisdom and giving primacy to neighborly love and natural moral law. Rather than a set of rigid standards with no consideration of diversity Aquinas focuses on the common human ground, which allows for the indispensable dialogue between different positions. When dealing with practical questions, the problem is one of finding the right balance between general principle and cultural specifics, tolerance, and dialogue, always guided by practical wisdom. In this way, Aquinas’ approach is neither rigid ethical universalism with no consideration for diversity nor moral relativism with no place for any transcultural and absolute morals. (shrink)

The theme of consent is, without question, associated with the origins of bioethics and is one of its most significant paradigms that has remained controversial to the present, as is confirmed by the proposal for its debate during the last World Congress of Bioethics. Seen broadly as a compulsory minimum procedure in the field of biomedical ethics, even today it keeps open the issues that it has raised from the start: whether it is really necessary and whether it can be (...) proven to be effective. My goal will be to attempt to determine the most genuine and relevant meaning of consent, going back from its present dominant normative meaning and, from there, identifying or simply sketching other possible forms of its expression in the world we live in, so as to justify its pertinence and validity. This objective will involve three stages: (1) ‘Consent’ as a privileged paradigm of bioethics (the ethical-juridical sense), (2) The symbolic value of ‘consent’ (the social-cultural sense), and (3) ‘Consent’ as promotion of the human (the humanistic-personal sense) .It is concluded that the common notion of normative consent is not the only one, nor does it hold universal validity; that, from a historical-cultural perspective, new expressions of consent appear, adapted to different social contexts and to possibly be implemented in developing countries; and, finally, that consent is strictly indispensable in situations of extreme dependence, in its symbolic relational character, in as much as it promotes ethical relationships among strangers and ensures that they remain so. This study investigates whether employees attribute different motives to their organization's corporate social responsibility efforts and if these motives influence employee performance. Specifically, we investigate whether employees could distinguish between intrinsic and extrinsic CSR motives by surveying 229 employee–supervisor dyads from various industries , and the impact of these perceptions on in-role and extra-role performance of subordinates. We found that employee task performance increases when employees attribute both intrinsic and extrinsic motives for CSR. Moreover, when employees perceive that their organization (...) invests in a CSR practice that is both intrinsic and extrinsic, they also tend to exert extra effort in their work. Y es el tema central en tomo al que se articula el libro "Misterios gozosos", una antología de textos, a cargo de Héctor Subirats, que recorre 25 años de la producción filosófica y literaria de Savater. El escritor definió la palabra alegría como "afirmación del presente, no nostalgia del pasado ni del futuro". Misterios gozosos se divide, en cinco capítulos en los que se recogen las razones para la (su) alegría: (...) el solo hecho de vivir, el gusto por la comida, el buen vino, el regocijo por la polémica, el entusiasmo por lo admirado, desde figuras históricas como Voltaire o Spinoza a personajes míticos como Groucho Marx o King Kong. De hecho, Savater aparece en la portada, del libro con un pequeño King Kong en las manos. El escritor, siempre vitalista, reflexiona también en su libro sobre cuestiones de primordial interés como las drogas, la salud, los derechos humanos, el amor, la muerte o la soledad.Subirats explicó que seleccionó los textos con "mala leche, para mostar la evolución o involución de Savater". Preguntado sobre cómo ha sido la involución del escritor, Subirats respondió que "Savater permanece en su sitio. Ha sido el mundo el que se ha echado para atrás". Y Savater precisó: "Las ideas no entran en uno como en la religión. A los 20 años se piensa de una manera y a los 50, de otra. Si uno lee, va al cine, sigue atento la marcha del país... y sigue pensando invariablemente lo mismo es que no ha pensado nunca". The text analyses rituals as endeavours to preserve the identity of a people or a portion of a people. Rituals present or re-present the supposed common history of all the migrants. Social memory and history then tend to merge and to forget... forgetfulness is the driving force behind the writing of history. Particularly critical is the moment when the migration starts, because the need to adapt to new conditions as well as to maintain what is represented as their social identity (...) makes dual – and at times contradictory – demands on the migrants’ imagination. Examples taken from Portuguese migrations are offered as expressions of the conceptual issues raised. (shrink)

This paper stems from the current global worsening of the scarcity of resources for healthcare, which will deepen even more in future public emergencies. This justifies strengthening the reflection on the allocation of resources which, in addition to considering technical issues, should also involve ethical concerns. The two plans in which the allocation of resources develops—macro and micro—are then systematized, both requiring the identification of ethical criteria for the respective complex decision-making. Then, we describe how the complexity at the macro (...) level focuses on the joint consideration of the rectitude of the principles, the goodness of the ends, and the integrity—respectively the deontological, teleological, and procedural perspectives; and at the micro level, it focuses in prioritizing people, which can result in the exclusion of some, as happened with the elderly during peaks of COVID-19. The main objective of this article is to show that, in public health emergency situations, in which the daily criteria for prioritizing access to health care are not efficient, it is possible not only to ration the available means but also to rationalize them. We argue that rationing and rationalization are different concepts, entail different consequences, have different ethical foundations, and draw different guidelines for patient care. We apply them to the distribution of intensive care and vaccines to the elderly thus demonstrating the ethically legitimate domain of implementation of each of these two prioritization criteria. We conclude that rationalization respects more strictly the core ethical principles of our common morality. (shrink)

The notion of “integrity” is currently quite common and broadly recognized as complex, mostly due to its recurring and diverse application in various distinct domains such as the physical, psychic or moral, the personal or professional, that of the human being or of the totality of beings. Nevertheless, its adjectivation imprints a specific meaning, as happens in the case of “scientific integrity”. This concept has been defined mostly by via negativa, by pointing out what goes against integrity, that is, through (...) the identification of its infringements, which has also not facilitated the elaboration of an overarching and consensual code of scientific integrity. In this context, it is deemed necessary to clarify the notion of “integrity”, first etymologically, recovering the original meaning of the term, and then in a specifically conceptual way, through the identification of the various meanings with which the term can be legitimately used, particularly in the domain of scientific research and innovation. These two steps are fundamental and indispensable for a forthcoming attempt at systematizing the requirements of “scientific integrity”. (shrink)

Humans accumulate porphyrins in the body mostly during the course of porphyrias, diseases caused by defects in the enzymes of the heme biosynthesis pathway and that produce acute attacks, skin lesions and liver cancer. In contrast, some wild mammals and birds are adapted to accumulate porphyrins without injurious consequences. Here we propose viewing such physiological adaptations as potential solutions to human porphyrias, and suggest certain wild animals as models. Given the enzymatic activity and/or the patterns of porphyrin excretion and accumulation, (...) the fox squirrel, the great bustard and the Eurasian eagle owl may constitute overlooked models for different porphyrias. The Harderian gland of rodents, where large amounts of porphyrins are synthesized, presents an underexplored potential for understanding the carcinogenic/toxic effect of porphyrin accumulation. Investigating how these animals avoid porphyrin pathogenicity may complement the use of laboratory models for porphyrias and provide new insights into the treatment of these disorders. (shrink)

Em sede de objetivo geral pretende-se elucidar a partir de teóricos decoloniais sobre o neoliberalismo, as justificativas desenvolvimentistas, respondendo a seguinte pergunta de pesquisa: em que medida a concepção neoliberalista, abarcadas pelo Estado Brasileiro, configurou a atmosfera de conflitos socioambientais que se apresenta na atualidade da Amazônia brasileira? O método utilizado é o exploratório-indutivo, com estudo bibliográfico. Como principais resultados, tem-se na literatura de pesquisa da Amazônia sobre megaprojetos da (COSTA,2012; ACEVEDO MARÍN, 2017; Marin e Maia, 2018; LOUREIRO,2010;SILVA,2020, 2022) a (...) observância da deterioração das bases sociais nos territórios dos municípios afetados, e esta decorre da ausência de um planejamento mínimo para as pequenas cidades que sofrem com a migração, aumento brusco da população e ausência de infraestrutura mínima para a sobrevivência digna, alterando de forma negativa seu modo de vida. Why should sovereign states obey international law? What compels them to owe allegiance to a higher set of rules when each country is its own law of the land? What is the basis of their obligations to each other? Conventional wisdom suggests that countries are too different from one another culturally to follow laws out of mere loyalty to each other or a set of shared moral values. Surely, the prevailing view holds, countries act simply out of self-interest, and they (...) eventually consent to norms of international law to regulate matters of common interest.In this groundbreaking book, Fernando Tesón goes against this prevailing thought by arguing, in the Kantian tradition, that a shared respect for individual human rights underpins not just the obligation countries feel to follow international law but also international laws themselves and even the very legitimacy of nations in the eyes of the international community. Tesón, both a lawyer and a philosopher, proposes that an overlapping respect for human rights has created a moral common ground among the countries of the world; and moreover, that such an outlook is the only one that is rationally defensible. It is this common set of values rather than self-interest that ultimately provides legitimacy to international law. Using the tools of moral philosophy, Tesón analyzes the concepts of sovereignty, intervention, and national interest; the contributions of social contact theory, game theory, and feminist theory; and the puzzles of self-determination and group rights.More than simply outlining his theory, Tesón goes on to give detailed examples of international laws, international institutions, and their human rights foundations, putting his ideas to work and addressing legal reforms called for by the theory. He suggests that treaties, for example, should be considered binding if, and only if, the consent to the treaty was given by a genuinely representative government, one that acts out of interest for the human rights of its citizens. Although the theoretical achievement of this book is to challenge received wisdom on the foundation of international law, the practical ambition is a call to reform the international legal system for the post–Cold War era, to substitute for the old order one that gives primacy to human dignity and freedom over state power. The study aimed to comprehensively overview the experiences encountered by public school employees during the recruitment, selection, and placement (RSP) process within the DepEd Bohol Division. Employing a qualitative-descriptive research design, the researchers utilized a phenomenological approach to delve deeply into these experiences, shedding light on the nuances and intricacies of the division's RSP process. As Lambert et al. (2013) described, qualitative- descriptive studies aim to provide a comprehensive and detailed summary of specific events experienced by individuals or groups in (...) everyday terms. To achieve this, Colaizzi's (1978) data analysis method was applied, meticulously gathering, transcribing, and analyzing recorded participant responses. The rigorous analysis revealed that an overwhelming 81% of the participants recognized significant challenges within the current RSP system of the division, underscoring the pressing need for a renewed approach to address these identified challenges. This highlighted the necessity for an RSP policy that is responsive and innovative, tailored to meet the evolving needs and expectations of applicants, schools, and the division. By implementing improvements to the RSP process, a more efficient and timely filling of vacated and newly available positions is anticipated, contributing to the seamless functioning of the educational system and ultimately enhancing the prospects of success. This article explores Hannah Arendt's insights into the forms of social control operating especially in democracies, together with the possibility of resistance to such control. Since the way in which one defines freedom informs one's understanding of the techniques that suppress, regulate, and modify behaviour, the article begins by sketching Arendt's notion of freedom, and compares this to its liberal counterpart. That discussion leads to Arendt's conception of power, whose corollary is freedom, and whose suppression amounts to control. The institutional (...) and ideological infrastructure that accompanies the encroachment of ?the social? ? which Arendt links to the hegemony of liberalism ? is conceived as rendering the individual both powerless and apathetic. The article concludes with suggestions regarding resistance to modern forms of control, viewing Arendt's ontology as a source of tenable strategies for the deepening of democracy. (shrink)

This paper is a philosophical discussion about the link between utopianism and responsibility. It argues that our time demands a strong practice of political responsibility in both organizations and society based on what has been called ‘real utopianism’. It takes as a starting point Hans Jonas’ critique of utopianism. Keeping in mind the horrors of the Second World War this Jewish thinker disconnected the principle of responsibility from the idea of utopianism, and connected it to a ‘heuristics of fear’ – (...) we should be careful with ‘wild’ new technologies, but also with new utopian perspectives. In a second step Jonas’ predecessors and utopian thinkers Martin Buber, Ernst Bloch and Ernest Callenbach are revisited. They show that a fully conceptualized idea of utopianism includes at least three dimensions of responsibility: subsistence, justice and spirituality. I then argue that if one digs deeper into the work of Jonas, it seems that the concept of responsibility in fact implies the courage to overcome a heuristics of fear. This paper therefore argues that there is no need to radically disjunct responsibility from utopianism and that the concept of responsibility actually opens a path to ‘real utopianism’. Such a concept of responsibility can best be supported by a confessionally neutral but nonetheless spiritual eco-humanist worldview that develops a new attitude towards nature, in which (eco)asceticism, morality and spirituality become intertwined. Biomedical research has a strong impact on a country’s scientific-technological and socioeconomic development. It can make a significant contribution at three different levels: promotion of public health; the exchange of knowledge within the scientific community; and economic/ financial profitability. Africa only attracts ~3.3% of the world’s clinical research. This small proportion is due to, among several factors, the absence of two fundamental aspects: specific robust legislation and capacity for regulatory and ethical evaluation. There are five Portuguese- speaking African countries – (...) Angola, Cabo Verde, Guinea-Bissau, Mozambique and São Tomé and Príncipe. Despite presenting different degrees of clinical research development, these countries show a common serious insufficiency in the minimum conditions necessary for hosting, collaborating or leading biomedical research projects. These countries are also excluded from the support of international organisations for capacity building because of the language barrier. The Biomedical Ethics and Regulatory Capacity Building Partnership for Portuguese-Speaking African Countries project has developed methods to build capacity and partnership through research on national law, comparisons with international standards and by issuing recommendations at a national level. Through collaborative intensive training, trainees are taught to become educators at a national level. This, in turn, creates a sustainable impact at country level. BERC-Luso is a pioneering project, owing to a combination of innovative features. The partnership project: was developed exclusively in Portuguese; involves a large number of African countries, and national and international institutions; has been further enhanced by the diversity and complementarity of its action plans; and has also benefited from a broad participatory methodology based on resolution of recipients’ problems by the recipients themselves. El texto de Martin Heidegger Was ist das - die Philosophie? es una de las obras claves para hacer una hermenéutica de su pensamiento. En ella se explica como lo que pretendía la filosofía en su origen no tiene un correlato con sus conquistas a lo largo de la tradición, que están más bien teñidas de un tinte racionalista que obvia los estados afectivos, tan necesarios para entender el pensar filosófico. De este modo, volvemos con Heidegger a remontarnos al inicio (...) de la filosofía, hasta Heráclito, para así poder establecer unas pautas que nos ayuden en nuestras disquisiciones dentro del filosofar. Para ello será necesario retomar el verdadero sentido griego de λὀγος tal y como fue planteado por Heráclito: como fluir y como lucha. (shrink)
